Kate Stuart is an entrepreneur and systems change leader with a passion for grassroots change, leadership expansion, and community resilience. She founded Frame Consulting in 2019 and has focused her consulting efforts on creating supportive, strategic infrastructure that catalyzes community wisdom and assets into positive change. Kate’s efforts over the last 15 years have sparked lasting shifts in mindset, policy, partnerships, and strategy that have benefited communities throughout Oregon and Arizona. Frame Consulting specializes in working with rural, tribal, and underserved communities- a direct result of Kate’s life experience living and working in rural communities throughout most of her life.

Kate now calls Phoenix, Arizona her home base and is often out, roaming the West. All of the photos featured on this site are scans of film photos taken by Kate during her travels.
